Primary Authority in Practice: Insight for Local Authorities
Westminster City Council is recognized as a centre of excellence for Primary Authority by LBRO as a result of its early adoption of the scheme, innovative approaches to business engagement, and facilitation of agreements with prominent companies. This booklet produced by the Council seeks to assist other local authorities wishing to support businesses through Primary Authority. It focuses on the actions taken to transition the voluntary home and lead authority schemes into the new approach. It provides useful insight into how the Council generated its policy and the specifics of its approach to charging.
