Excellence framework

The keystone for the performance management of local authority regulatory services is the Excellence Framework. This is the product of work between LBRO, local authorities and LACoRS, with contributions from national regulators, central government and professional bodies. It is rigorous - being based on research into a number of recognized standards - it is thorough - covering service delivery in its entirety - and it is practical - reflecting the views and experiences of practitioners.

The Excellence Framework is principles-based, rather than prescriptive, and is intended to empower local authorities to take responsibility for their performance, enabling regulatory services to maximise their contribution to nationally and locally important outcomes articulated through Local Area Agreements in England, Local Delivery Agreements in Wales, or the National Enforcement Priorities.

The Regulatory Services Peer Challenge project, which will be completed in spring 2010, is piloting the Excellence Framework for self-assessment and peer challenge with 50 local authorities, building on the work across the local government sector in recent years. Improvement plans are reviewed by a team of three peers from other councils, including an elected member from the Improvement and Development Agency Peer Clearing House. We are part-funding this initiative, in tandem with CLG.
