National enforcement priorities

Local authority regulatory services must operate in accordance with the specific needs of their areas but also as an effective part of the UK legal system. This dual responsibility can present challenges. It was in response to these that the Rogers Review 2007 introduced the national enforcement priorities, for local authorities to use when allocating resources to meet the expectations of their communities and businesses. Air quality, alcohol licensing, food hygiene, fair trading, workplace health and animal health are currently mentioned for England. Updating this list as appropriate is one of our responsibilities. We are developing models to guide local authorities as to how to have regard to the national enforcement priorities in future. In 2008, we assessed the approaches of seven councils to this issue. Key findings and some examples of good practice were highlighted in the interim and final reports.

In December 2009, a consultation paper was published on the first national enforcement priorities for Wales, prepared by us for the Welsh Assembly Government, with the intention of reflecting the fundamental principles of One Wales - accountable, citizen-centred public services.
