Consultation shows support for LBRO's new role

The approach taken by LBRO (Local Better Regulation Office) will continue to be at the heart of delivering protection and growth, following the consultation on its future which attracted responses from major business organisations and professional bodies.

In its response to the consultation, the Government has welcomed the weight of positive contributions and stated its commitment to retain the benefits of LBRO's ways of working when it moves into the Department for Business, Innovation and Skills (BIS) as a new streamlined body.

LBRO was particularly praised by businesses for representing their views and experiences in an effective way. Feedback on LBRO, and on the Primary Authority scheme, shows that stakeholders value the organisation's work. They value the expertise of LBRO staff and the way they have represented the perspectives of business and regulators whilst driving improvements in regulatory delivery.

Professional bodies including the Chartered Institute of Environmental Health and the Trading Standards Institute commented on the expertise and delivery capability of LBRO and welcomed LBRO's approach of working with them to improve professional standards and support to regulatory officers

Clive Grace, Chair of the LBRO Board, welcomed the announcement: "This is a major step forward in taking regulatory delivery to the heart of the Government's agenda to ensure protection and growth.  The LBRO Board are delighted that its work is so valued, and we wish the staff all possible success in what lies ahead.

"Whilst cutting red tape is important and continues to be a key challenge, the way regulation is delivered plays a significant role in supporting business growth. It can remove barriers to doing business and it must be cost-effective for both business and regulators. Regulatory professionals are at the heart of this, and need to be confident and competent in what they do."

LBRO Chief Executive Graham Russell said: "We look forward to the opportunities ahead within BIS, and will work to ensure that regulation is delivered in a way that helps business to comply, supports consumers and, at the same time, encourages growth."

When it moves into BIS, LBRO will be reconfigured under a new name: BRDO (the Better Regulation Delivery Office). It will be established with independent capacity and will retain the expertise of its staff. A Representative Steering Group, supported by expert stakeholder panels, will be established to inform its work and strategic direction.

BRDO will continue to operate the successful Primary Authority scheme and provide support and evidence-based advice to regulators and the UK and Welsh governments.
