Following a formal consultation process undertaken by the Welsh Government, the first national enforcement priorities for Wales were prepared by LBRO and published in July 2010. Their practical applications are highlighted in four supporting practice examples, produced subsequently.

The priorities reflect the fundamental principles contained within the One Wales agreement: to create accountable, citizen-centred public services that deliver the outcomes the Welsh Government wishes to achieve.
