Good regulation supports economic prosperity and consumer protection. LBRO focuses on making the interactions between regulators and businesses more productive, for the benefit of both parties. Its area of responsibility covers environmental health, fire safety, licensing and trading standards.
Initially established in 2007 as a Government-owned limited company, LBRO became an executive non-departmental public body on 1 October 2008, following the commencement of the Regulatory Enforcement and Sanctions Act. It is accountable to the Department for Business, Innovation and Skills (BIS) through the Better Regulation Executive.
During 2010-11, LBRO was subject to Government review. The Business Minister Mark Prisk MP concluded that its work should be taken forward by a streamlined body within BIS, working with national regulators, policy departments, local authorities and business, as well as citizens and non-government organizations. A consultation on the details of how this will be achieved was launched on 24 June 2011. A link to it follows.
LBRO's priorities are:
- Primary Authority and business engagement; and
- simplifying regulatory delivery.
These focus LBRO's activities - and will focus the activities of the new body - on delivering the Government's commitment to removing regulatory barriers to prosperity and protection.
Subject to Parliamentary approval, the creation of the new body is scheduled for 2011-12. It will continue to provide technical expertise and will retain LBRO's reputation for independence and challenge.
