Local authority regulatory services are subject to a complicated and sometimes conflicting set of policies and procedures overseen by 12 government departments and 11 national regulators. The world class coalition was established by LBRO in 2008 to simplify this complex system. This leaflet highlights the progress to date. Milestones include the introduction of a common Excellence Framework, tested by 43 local authorities, and common approaches to risk assessment and professional competency.

In 2008 we published the first comprehensive map of the local regulatory landscape, showing for the first time the scale of its complexity. It involves more than 12 national regulators and government departments and over 400 local authorities delivering nearly 200 pieces of legislation. This system needs to be simplified so that it can function more efficiently and effectively, allowing scarce resources to be directed at appropriate regulatory interventions for the benefit of businesses and citizens. Our second map reflects comments received and brings key facts and figures up to date. We have consolidated it to make it more user-friendly. Each section is now available as a separate document. As well as providing an evidence base for our strategic objective to enhance the local regulatory system, the map is intended to benefit all those working in local authority regulatory services, national regulators and central government departments, by fostering a common understanding of the system in which they operate.
