Its value derives from the fact that it is the product of agreement, both nationally and locally. Rigorous, thorough and practical, it covers service delivery in its entirety, reflects the views and experiences of practitioners, and is based on recognized standards. It enables regulatory services to maximize their contribution to the outcomes that matter for businesses and citizens. It is designed to help regulatory services assess where they are now, where they are going, whether the direction of travel if appropriate, and what areas need to be improved.
Peer Challenge Toolkit Annex - Reference Guide to Existing Evidence Sources
The Excellence Framework was piloted for self-assessment and peer challenge by a number of local authorities in the Regulatory Services Peer Challenge Project, building on work across the local government sector in recent years. The improvement plans created during this initiative were reviewed by a team of three peers from other councils, including an elected member. The report below presents the findings of the project evaluation conducted by Shared Intelligence between August 2009 and March 2010. This has assisted the understanding of how self-assessment best supports effective services, and is informing the development of Resources for Regulators.
